Brian Miller, CBCP CBCLA President and Founder
Providing passionate leadership, strategic direction and expert knowledge to every Vanguard endeavor, Brian Miller is a recognized trailblazer in business continuity and emergency management with well over 25 years’ experience. Brian was one of three founding Directors of the Canadian Centre for Emergency Preparedness, he initiated the concept of establishing DRI CANADA, facilitated the development of an affiliate agreement with DRI International and was the first Chair of the DRI CANADA Certification Committee. His vast experience includes:
- Speaking regularly at conferences on Business Continuity, Pandemic Planning, Emergency Response, and Security to both business and government
- Directing the implementation project for more than 200 business continuity plans in 18 months in addition to managing all major emergency response issues for a large Canadian telecom
- Directing the design and evaluation of 5 major operational exercises involving a minimum of 500 people
- Directing and coordinating the response and recovery effort for one of the worst disasters in recent Canadian history – the Ice Storm of January 1998
- Assisting large private and public sector clients to conduct risk and threat assessments of their internal and external telecommunications networks
- Delivering high quality business continuity training for the Disaster Recovery Institute
- Developing and delivering customized in-house BCP training for several large government and private sector clients

Prior to founding Vanguard EMC in April 2001, Brian directed the implementation project for more than 200 business continuity plans, managed all major emergency response issues, and directed the design and evaluation of major operational exercises at Bell Canada. During this time, he directed and coordinated the Bell Canada response and recovery effort for one of the worst disasters in recent Canadian history – the Ice Storm of January 1998.
At Vanguard, Brian designs and delivers training, is a mentor and resource for every project and ensures that quality and professionalism underpins all our services.

Lisa Maddock, ABCP Continuity Coordinator
Lisa was welcomed to the Vanguard EMC team in March 2007. She earned the Associate Business Continuity Professional designation in 2009.
Lisa is well respected by clients and fellow employees for both diplomacy and leadership skills. Her role on many client assignments is that of the Project Manager in which she excels. She has in-depth knowledge related to the design, facilitation and evaluation of emergency plan exercises.
Lisa dedicates a significant portion of her personal time to community events. Her background includes working with the Gloucester Police and Cumberland Firefighter Auxiliary, and Girl Guides of Canada as a District Commissioner, leader and trainer.
Cynthia Wenn, ABCP CRM Business Development Manager
Ready to take on any new challenge, Cynthia has over ten years of experience in risk management and business continuity planning.
A passionate and innovative professional, Cynthia has
- Chaired the Business Continuity Planning Council at Cognos Inc. <Cynthia facilitated productive discussion on business continuity, drove support for a unified business continuity policy, and provided support for incident management tool development.>
- Organized the Finance Business Continuity Planning Team also at Cognos Inc. < Cynthia developed in-house subject matter experts, test tools, techniques and surveys. She successfully facilitated 9 business impact analysis workshops, and trained team members who were then able to submit preliminary business continuity plans.>
- Edited a complete catalogue of insurance policies for Lombard Inc., demonstrating an ability to effectively use technology and manage large projects.
At Vanguard, Cynthia supports our web presence, administers our client SharePoint site, and provides client support when called upon. Away from the office, Cynthia enjoys reading, swimming and frolicking with her two boys.

Kelly Sirvin, Office Manager
In January of 2011, Kelly took over the position of office manager, bringing her creativity, honesty and dedication to the team and adding to our bilingual capabilities. Since joining the team, Kelly has been keen to succeed, maintaining office services and procedures, as well as, controlling correspondence.

Kelly is an active volunteer in the community, serving on the Board of Directors for the Cumberland Township Agricultural Society, for 4 years, and still continues to play an active role as committee member. Has been self-employed, teaching piano within the local community for many years, as well as being the musical leader with the Navan Community Sunday School for the past 7 years.
Kelly is a devoted mother of two, frequently volunteering for school activities. Her hobbies include, being an avid gardener, musical composition/arrangement and enjoys photography.
Ann Wyganowski, CBCP, CBRM, MBCI, CPSA WS3

Bringing an global perspective to the Vanguard Team, Ann Wyganowski has over 20 years consulting experience in numerous countries across Europe and Asia, Canada, USA, Australia, Mexico, and Brazil managing large projects and systems implementations across various industries, people, cultures, environments and risks. Her broad experience includes:

Her focus on Business Continuity began in the 1990’s, when she developed a disaster recovery and business continuity methodology for Xerox USA, and managed Nortel’s Global Finance Y2K & BCP Programs through the century roll over. Following that, Ann spent some time at Price Waterhouse Coopers, where she developed global BCP’s for their managed services teams, before returning to Nortel to revitalize their Global Business Continuity Program. Ann is the Past President of the Toronto Disaster Recovery Information Exchange.
At Vanguard, Ann has often been involved with BCP, Pandemic and Emergency Management planning and implementation.

Betsy Sayers, MBCP
Senior Consultant
A dedicated and award-winning industry leader, Betsy Sayers brings to Vanguard over 20 years’ experience in Business and IT Continuity Management. This includes extensive experience:
- designing, developing and implementing Business Continuity Management and Disaster Recovery programs and projects within international private and public sector organizations,
- designing, facilitating and evaluating BC/DR and Emergency Management table top and simulation exercises,
- creating Business Cases, Executive Briefing Notes (including MINCOMM and Ministerial transition documentation), and Question Period Responses,
- training and facilitating workshops as an International (U.S., Canada, England, Scotland, Ireland, Asia) instructor for Survive! & the Disaster Recovery Institute International, and
- working with crisis communications professionals in the Federal Government.
At the Senior Executive Level of the Government of Canada, as the Director of IT, Security and Continuity Management at CCRA, Betsy was responsible for the creation of a Canada wide IT Disaster Recovery program addressing the needs of over 200 Regional offices, two large datacenters and a Business Continuity program supporting in excess of 3000 staff in 6 buildings in the Ottawa area.
For over 15 years, she provided input to Canada Customs & Revenue Agency (CCRA) response to all Central Agency (TBS, Public Safety Canada, CSIS, & PWGSC) requirements related to Business Continuity Management.

Herman E. Doornbos, CBCP
Senior Consultant
Often assisting Vanguard’s clients with the development and implementation of Business Continuity exercises, Herman Doornbos has 30 yrs. experience in the Security and Business Continuity field. His broad experience includes:
- Managing the RCMP Business Resumption Planning Program and Business Continuity Planning Program
- Interpreting and providing advice on the Government Security Policy and RCMP Security Policy
- Conducting, reviewing and assisting with Threat and Risk Assessments and Security Reviews across Canada
- Designing, developing and presenting the Electronic Technical Investigator Understudy Program and the Offensive Alarm Course
As Departmental BCP Coordinator (S/SGT.) at the RCMP, Herman was the RCMP representative on the Treasury Board led committee responsible for drafting the Operational Security Standard - Business Continuity Planning (BCP) Program.
During his time in Ottawa, Herman also participated in numerous operational situations, both planned and unplanned including demonstrations on Parliament Hill (and at many embassies in the NCR), visits by foreign delegations and Summits across Canada. Herman performed many functions including electronic counter measures, physical security support, frontline uniform duties, plain clothes duties and site commander.

Mary D. Genyk, CBCP

Providing Vanguard with fully bilingual consulting and instruction, Pierre Charette has over twenty years’ experience in Crisis Management and Corporate Emergency Operations Planning. His wide experience includes:

Pierre has been involved in many emergency operations, including work stoppages (1978, 1987 & 1999); the Saguenay Flood (1996); the Eastern Canada Ice Storm (1998); Y2K; Civil Disturbance at the Summit of the Americas in Québec City (2001); the Ontario Blackout (2003); SARS (2003); Employee Abduction (2008); the H1N1 Pandemic (2009) and many smaller emergency events.
At Vanguard, Pierre provides facilitates exercises, provides instruction to Canada School of Public Service in BCP as well as consulting services in both official languages in Emergency Operations Planning, Business Continuity Planning, Security.
In his leisure time Pierre enjoys family activities, gardening, travelling, music, cinema, theatre, concert, horseback riding (English saddle), and small scale construction.

Tully Waisman CEM, CBCP
Senior Consultant
Providing Vanguard with a wealth of expert knowledge in emergency management and the incident command system, Tully Waisman possesses one of the most varied and in-depth backgrounds in the emergency management profession. He has experience in:
- Search and Rescue,
- Incident Command,
- Critical Incident Stress Debriefing,
- Hazardous Materials Response, and
- Oil Spill Response.
Tully created the original Incident Command training for the Justice Institute of BC based on his own extensive training at the National Wildfire Coordinating Group in Boise, Idaho.
He has successfully managed large community emergency response events as an advisor and Duty Officer for the Salmon Arm interface fire (which was the largest evacuation in B.C. history at the time and the first time a Provincial State of Emergency was declared). Additionally, he acted in the capacity of Deputy Planning Section Chief for flooding in the Kamloops/Shuswap area, and acted in the capacity of BCERMS advisor and EOC Director in Penticton during the 2003 interface wildfires and EOC advisor and recovery planner for the October 2003 floods in Squamish. He has also acted in advisory, training and operational positions in municipal emergency operations centres and at the Provincial Regional Emergency Operations Centres for flooding and wildfire incidents.
He continues to deliver a highly respected ICS training across Canada including clients such as the Canadian Coast Guard, the RCMP, and Canadian Border Security Service. Tully is a certified instructor with the Disaster Recovery Institute and provides training services to many companies across Canada. He is a licensed pilot and has served in the Canadian Coast Guard as well as the Coast Guard Auxiliary.
